If you ship physical goods from outside the EU to EU buyers, two customs changes now sit on top of VAT and your normal Etsy selling fees. As of July 1, 2026, Help lists a €3 customs duty per item on packages valued €150 or less. As of November 1, 2026, Help adds a €2 Union handling fee on imports into the EU regardless of package value, charged once per unique item on the customs declaration—not once per physical unit in the box.
This guide covers what Help says each charge is, how carriers may collect them, how they sit beside IOSS VAT and DDP, and why “just add €2” underprices once Etsy’s 6.5% (and processing) hit the shipping or item line you raise. For goods arriving into the EU from a non-EU country, Help separates three buyer-facing layers:
Help is explicit: the €2 Union handling fee is separate from the €3 customs duty on items in packages valued at €150 or less.
For packages over €150, Help says VAT and customs are assessed at entry, and the €2 handling fee per unique item still applies—so buyers may owe amounts missing from checkout. Help suggests Delivered Duty Paid (DDP) to prepay import charges. Protection still needs tracking and good standing—Purchase Protection ($250).
The handling fee is per unique item on the declaration, not a flat €2 per parcel and not automatically €2 × every physical unit. Confirm with your carrier:
Community also flags Product Identifier (PID) data for imports under €150 from November 1, 2026. Etsy labels pull listing details; off-Etsy labels need carrier guidance. Bad PID data delays clearance even when no extra euro fee appears.
Assume a US shop, one item to Germany, package under €150, VAT already collected at checkout. You raise shipping to pre-cover roughly €3 duty + €2 handling = €5 (~$5.40 USD for illustration—use live FX; not a rate quote).
Etsy still takes 6.5% on item + shipping + gift wrap, typical US processing 3% + $0.25, and $0.20 listing renewal on sale. On the extra $5.40 alone (variable % only):
Face-value €5 often under-recovers. Gross-up the percentage stack:
shipping bump ≈ 5.40 / (1 − 0.065 − 0.03) ≈ 5.40 / 0.905 ≈ $5.97
Still watch the $0.25 flat, Offsite if attributed, and label-included handling above €2. Stress-test in the free Canopio calculator.
If Offsite Ads attributed the order: 15% under $10k in any consecutive 365-day period (opt-out available); 12% mandatory for life once you ever cross; $100 cap; ~30-day shop-wide attribution. Thin EU shipping + Offsite is how holiday volume loses money. Rules: Offsite Ads Explained.
| Path | Help | Seller risk |
|---|---|---|
| Upfront in label | Fee in shipping-label price | COGS up at purchase—bake into profiles before peak week |
| Collect at delivery | Fee at clearance or delivery | Surprise invoice → disputes even when VAT was paid at checkout |
| Etsy label + IOSS | IOSS auto for ≤€150; number not on the label | IOSS ≠ duty prepaid—still confirm duty/handling for that service |
| Off-Etsy label | Electronic IOSS + euro net on package; don’t write IOSS on the parcel | Missed IOSS → VAT again + handling friction |
Buyer Help mirrors it: ≤€150 gets VAT at checkout plus €3/item duty (checkout or delivery); from 1 Nov 2026 the €2 fee may apply any value, per unique line, upfront or on delivery.
Stress-test EU shipping with/without Offsite on the free calculator. Free listing score: optimize; rewrites $2.99/10 or $9.99/40 if shipping/duties copy is vague. After profile changes, Shop Audit ($9.90) via Etsy OAuth ranks listings worst-first (14-day refund; independent of Etsy).
Beginning November 1, 2026, Help says a Union handling fee applies to goods imported into the EU from outside the EU, regardless of package value. It is charged once per unique item listed on the customs declaration, not per physical unit. Some carriers bake it into the label price; others collect it at clearance or delivery.
No. Help states they are separate. As of July 1, 2026, a €3 customs duty per item applies to orders under €150 (in addition to VAT). The €2 Union handling fee began November 1, 2026 and applies regardless of package value.
No. For eligible packages ≤ €150, Etsy may collect VAT at checkout under IOSS. The €2 Union handling fee and the €3 customs duty are separate customs/carrier charges—not the same as that VAT line.
Yes for amounts you charge as item price, shipping, or gift wrap. Help’s fee base is item + shipping + gift wrap. If you raise shipping (or price) to prepay DDP-style costs, the 6.5% transaction fee and processing still apply to that higher amount—so gross up, don’t just add the euro face value.
Help recommends considering Delivered Duty Paid (DDP) especially when package value exceeds €150, where VAT and customs may be assessed at entry and the €2 handling fee still applies—so buyers are not surprised by charges missing from checkout.
Offsite does not replace customs rules, but it can wipe thin international margins. Under $10k in any consecutive 365-day period you can opt out of 15%; once you ever hit $10k, 12% is mandatory for the life of the shop; $100 cap; ~30-day shop-wide attribution. Bake fee + duty + handling + possible Offsite into the landed offer before holiday volume.
